PART 1:
Patrice M. Kelly, JD
Senior Policy Executive Advisor – National Drug & Alcohol Screening Association
Patrice Kelly has been with the US Department of Transportation since 1991. She was the longest serving Director of the Office of Drug and Alcohol Policy and Compliance (ODAPC) in the Office of the Secretary. She joined ODAPC in 2007, after sixteen years of service at the Federal Aviation Administration, as an attorney, manager and inspector. Patrice was the longest serving member of the Department of Health and Human Service’s Federal Drug Testing Advisory Board (DTAB), where she served as an ex officio member. In addition, she has participated in and contributed to Medical Review Officer training for more than a decade.
During her more than 30 years at DOT, Patrice has worked closely on all regulations issued on DOT drug and alcohol testing under 49 CFR Part 40. Patrice was the lead author of the DOT’s oral fluid final rule, which became effective on June 1, 2023. Before beginning her career at DOT, Patrice worked on Wall Street, and then for Senator Ted Kennedy, the US Department of State, the Supreme Court of the United States, and in law firms in Washington, DC. In private legal practice, she had performed work for trucking companies, railroads, airlines and maritime operators. Patrice is a graduate of Boston College and received her Juris Doctorate from Georgetown University Law Center.
PART 2:
Kevin Elrod
Special Agent and Safety Investigator, FMCSA
Patrick Kevin Elrod hails from Gainesville, Georgia, and grew up immersed in the trucking industry. He began driving at the age of 14 alongside his father, hauling grain. After dedicating 27 years to the US Army as an Infantryman (Airborne Ranger), he transitioned to the civilian workforce, driving OTR and transporting food-grade oils throughout the Southeast for four years.
Eventually, Kevin shifted from driving to trucking safety, taking on the role of Director of Safety at Howard Sheppard Inc. In 2019, he accepted a position with the USDOT, FMCSA, where he has been working as a Special Agent and Safety Investigator for five years. In his role, he serves as a subject matter expert in ELD, Hours of Service, Crash Investigations, and Intermodal operations.
Kevin is married and has two daughters. His 18-year-old daughter is graduating this year and currently works with Gulfstream, while his 24-year-old daughter graduated from Georgia Southern with a degree in Microbiology and resides in Athens, GA. Additionally, his stepdaughter proudly serves in the US Air Force.
